École Centrale Paris graduate. Partner at Synex since its founding (March 1990). He worked at Endesa Chile (1970–1978). As Head of the Electricity Division at Chile’s National Energy Commission (1978–1984) and Executive Secretary (1984–1990), he co-authored—together with Renato Agurto and others—the Chilean power-sector reform. At Synex, he has advised on institutional design and the deregulation of oil, gas and coal markets, as well as the development of competitive power markets, regulatory frameworks and tariff design for generation, transmission and distribution across much of the Americas, with additional assignments in Africa and Asia.

Electrical Engineer (University of Chile). Partner at Synex since its founding (March 1990). He worked at Endesa Chile (1972–1981). As Project Lead at Chile’s National Energy Commission (1981–1984) and later Head of the Electricity Division (1984–1990), he co-authored—together with Sebastián Bernstein and others—the Chilean power-sector reform. At Synex, he has advised on institutional design and electricity-market regulation, including regulatory standards and tariff design for generation, transmission and distribution across much of the Americas, with additional assignments in Africa and Asia. He served as Director of Compañía de Teléfonos de Chile (1985–1988) and as Chair of the Board of the Chilean Nuclear Energy Commission (2010–2014).

Industrial and Electrical Engineering (Pontificia Universidad Católica de Chile). Senior engineer at Synex (2017–present). He served as Head of the Electricity Division at the National Energy Commission (CNE) (1998–2005), leading legal and regulatory reforms and overseeing tariff-setting processes across generation, transmission and distribution. In 2006 he was appointed Executive Secretary of the CNE (2006–2010). He served on Chile’s Electricity Expert Panel (2010–2016), the body responsible for resolving technical disputes among market agents.

Pedro Gatica

Industrial Civil Engineer (Universidad de Chile, 1975). He developed his career at Endesa (now Enel Generación Chile) from 1977 to 2015, including 20 years as Planning Deputy Manager, leading studies to support investments in generation infrastructure in Chile and later in Argentina, Brazil, Colombia and Peru. He served on the boards of San Isidro (2001–2013), Pehuenche S.A. (2001–2012) and Electrogas (2001–2015). At Synex, he focuses on wholesale market price studies, revenue outlooks for generation projects and regulatory analysis.

Industrial Engineer (Mechanical major) from Pontificia Universidad Católica de Chile. Lead consultant on advisory assignments for electricity supply to large consumers. He worked in the Electricity Division of the National Energy Commission (CNE) (1986–1990) and as a consultant at Synex (1990–1995), contributing to price outlook and project evaluation studies. Between 1995 and 2008 he served as Commercial Deputy Manager at Metrogas. Since 2008, he has worked at Synex as an expert in market outlooks, asset valuation and acquisitions, investment appraisal for generation projects, and support to large consumers in procurement and contracting processes.

Business Engineer (Universidad Técnica Federico Santa María, 2004) and Diploma in Electricity Markets (UTFSM, 2006). At Synex (2005–present), he has supported investors with electricity price and revenue outlooks, and with the economic appraisal of distribution companies, existing plants and new generation projects. In distribution, he has contributed to tariff processes, with a focus on organization and operating costs. He is a senior specialist in short-term market operation simulation, market outlooks, investment appraisal and the economic analysis of supply contracts.

Business Engineer (Universidad Andrés Bello). Since 2024, he has served as Synex’s Administration & Finance Manager, overseeing internal operations and providing executive support for relationships with domestic and international clients. Previously, he held Commercial Manager roles in innovation-driven companies developing copper-related technologies, bringing a blend of commercial leadership and operational execution. At Synex, he helps ensure disciplined delivery, reliable internal processes and client-facing continuity across engagements.
